ECI Programme Update
The ECI autumn programme is now in full swing with quite a number of events taking place. The autumn masterclass programme has been well supported with the ‘Risk Analysis and Management’ masterclass in Leeds in September being over subscribed. As a result of which, an additional masterclass on risk analysis and management has been included in the programme which will be held on 12th December in Manchester, UK, led by Dr Steve Simister. The masterclass held on 3rd October led by Chris Fox on project development and definition was also well supported. There are details below of our other remaining masterclasses for 2006 which in the UK will be held on 7th November on Whole Life Value and 5th December on Partnering and Alliancing. The ECI Benelux autumn programme for masterclasses is still under review as we go to press and will be issued shortly.
The other major ECI event this autumn is the day workshop on ‘Managing Skills and Multicultural Project Teams’ at London Heathrow on 22nd November which will be preceded by the autumn Board of Advisors meeting for members. With speakers from both a client and contractors perspective, this day event will be a ‘must’ for the industry, so book now to avoid disappointment.
On the task force front, ECI continues to be active with work continuing in several areas:
Whole Life Value Task Force
The ECI task force on whole life value is a collaborative project with the RICS, DQI, 'Constructing Excellence', Loughborough University and Faithful and Gould and has developed an effective toolkit to measure and evaluate alternative whole life options at the development stage of projects using a 'balanced scorecard approach.
This ECI Whole Life Value toolkit is now being trialed with ECI member AstraZeneca with encouraging results. Other member companies have also expressed interest in this tool and it is likely that further trials will be initiated this autumn. For those interested, the ECI WLV tool will be demonstrated at the WLV masterclass on 7th November. The task force programme is on track for release of the toolkit more generally in March next year.
EuroACTIVE Task Force
Work continues this autumn to pull together and update the Value Enhancing Practices and best practice guides of ECI and ACTIVE to produce an up to date ECI Best Practice Handbook which should be available to ECI members in the spring of next year. The new handbook will be applicable to practice across Europe and will be available to members through the website as well as in hard copy.
SHE (Safety Health and Environment) task force and Big Ideas
At the recent SHE Task Force meeting at Technip in Paris on the
14th Sept, members spent time to take a holistic long-term view of the potential future issues which may impact on the future development of the European and global construction industries.
The Task Force members were asked to list three main issues, drivers or events over the next 10 to 20 years which they think may impact the most upon the construction industry. The main issues raised could be grouped into political stability/security and labour/skills/workforce issues. Global warming, sustainability, mechanisation and future lifestyle were additional issues also mentioned and discussed.
The principle was not to simply list the potential issues, but to connect them together over a future timeline in order to produce potential scenarios for the future of the industry. Two scenarios were produced on the future political stability of current and potential markets for construction. The purpose of these scenarios is to help raise awareness of potential threats and opportunities before they arise.
The workshop was run in conjunction with the The Big Ideas research project, which is a collaborative venture between industry and Loughborough, Reading and Salford Universities. The project is interested in practitioners’ views and ideas regarding the issues affecting the industry today and in the future. News from Regional Units
Benelux
For the last year Danielle Timmer has been a great devoted Office Manager to ECI Benelux. However Danielle has now taken up a new role elsewhere. The ECI Executive Committee thanks Danielle for her enthusiasm and professionalism and wishes her all the best!
We are pleased to inform you that as from 15th October the role of Office Manager of ECI Benelux will be handed over to Annette Stolze. Annette Stolze has worked for several years as a Manager of the Secretariat on the department of Real Estate and Housing on the Faculty of Architecture, TU Delft in the Netherlands. She will work closely with Chairman Rick Donehoo and Operations Director of ECI Benelux Professor De Ridder.
Italian Regional Unit
Following on from the success of the 1st Plant Construction course held in Milan earlier this year, a workshop on Constructability is now being organised by ANIMP for 22 November 2006 in Milan (see section 2 for registration details).
It should be of interest to people who have the knowledge of Constructability, but have not applied it and would like to learn about used methodologies and how other companies have made available and organised constructability as one of best practices.
This workshop is addressed to Engineering and Construction Contractor, who intend to give the specific know-how to specific categories of their personnel such as Project Managers, Construction Managers, Engineering Managers and Procurement Managers. Consultants, Public Administration Personnel as well as single persons can benefit from this knowledge which can improve their professional operations.

Managing the Skills Gap and Multicultural Project Teams Workshop
Date: Wednesday 22 November 2006

Over the last few years, there has been a change in the way major industrial projects are executed, as project management contractors are working on projects all over the world whilst still being based in Europe.
The reasons for this are numerous but the extent of the problem has not yet been properly assessed. Solutions are reactive and various but largely the results are proving unsatisfactory and may be unsustainable.
One outcome of this is that the growth and use of rapid electronic communications has led to projects being designed and developed in locations many thousands of miles away from the construction sites. In many cases these are being delivered through joint ventures involving local or lost cost country resources together with the European offices. This has led to the rise of multicultural teams.
This one day workshop, which replaces the postponed UK workshop from June this year, is intended to build upon work done in 2004 on this topic in an ECI workshop in Haarlem. The workshop will also seek to address some of the issues raised above and also examine the potential for an ECI task force to develop solutions to the skills crisis and a code of best practice in the management of multicultural project teams.

3. ECI Master Classes 2006
Whole Life Value

For the last three years, the ECI task force on whole life value has been working together with the RICS, DQI, 'Constructing Excellence', Loughborough University
and Faithful and Gould developing an effective toolkit to measure and evaluate alternative whole life options using a 'balanced scorecard’ approach. This toolkit is now in the final stages of development and is being tested on various public sector projects and in the pharmaceutical industry. It is however widely applicable to other sectors of industry, government and commerce since the principles of whole life value are of universal application.
The value of any proposed investment or purchase is often much more than the initial cost or purchase price. Yet behaviours in industry often show an over-reliance on economic price considerations alone. Although life cycle costing principles recognise that longer term economics must be taken into account if successful investment decisions are to be made, the whole life value model takes this a stage further and seeks to identify and measure other areas of value generation beyond the merely economic.
This Masterclass, which is aimed at project managers and senior general managers from clients, contractors, advisors and regulators, will give delegates an understanding of what value is and how it can be created and enhanced on projects. A whole life value model will be described as well as other techniques and practices which will give improved project and business performance.

ECI Pricing system for piping works - version 2

Since the initial publication in 2002, a number of owners, EPC contractors and construction contractors in our industry have applied the ECI Pricing System for Piping Works successfully on different types of project at various locations. Their contribution in providing comments and suggested improvements is highly appreciated and enabled the ECI Benelux Subcontracting Task Force to prepare this 'Revision 2005' of the system. In addition, a number of modifications were required to better support further automation of the execution work processes that interface with the system.
The system provides a structured approach designed to reduce bidding costs for owners and contractors alike, it includes a spreadsheet with multipliers on a CD-ROM, not a ready-made software package, but simple enough to integrate into any company's existing software.
