ECI Benelux at TU Delft takes up the Reins
As from 1 September, the ECI Benelux team at TU Delft have taken over the management of the Regional Unit. This followed the retirement of Professor Rodney Turner, ECI Benelux Operations Director, from his post at Erasmus University, hitherto the base for ECI Benelux.

ECI Benelux Chairman, Rick Donehoo of Fluor BV, says “TU Delft is an ideal academic partner for ECI Benelux, capable of producing the synergy with the industry for which ECI is already well-known. Its exciting work with engineering and construction has contributed to its excellent reputation and high esteem within the industry. This should help to make ECI Benelux a more progressive and active organisation in the future, which is bound to be of benefit to the European construction industry as a whole”.

The first events for the new unit will take place in Delft as follows:

The Whole Life Value Toolkit Dinner Lecture

Date: 29 September
Start time: from 18.00
Venue:
Delft, the Netherlands

Speaker: Andrew Green, Director of Whole Life Asset Management,
Faithful and Gould, part of the ATKINS Group

This lecture is based on the work of ECI's Whole Life Value task force. It sets out to identify why the application of life cycle costing to purchasing and investment decisions has been slow to be adopted and to suggest some positive ways forward through the development of appropriate and manageable tools and techniques. ECI’s WLV Toolkit is a major advance in allowing clients and others to measure value, giving a basis for option comparison.

MC02 Partnering and Alliancing
Partnering and Alliancing has been adopted as the modern approach to contract formulation, in an attempt to overcome the destructive, confrontational approaches of the past. It is expected this will lead to better outcomes for both clients and contractors. The Master Class will also focus on how successful long term partnerships can be established and managed to the benefit of all parties. It will describe a process model which can be used and will highlight the risks associated with this type of relationship and how they may be overcome. Case studies of successful long term partnerships will be presented. This class draws on the work of ECI in this area.

Date: 19 October 2005
Time: 10.00 - 17.00
Venue: Delft, the Netherlands
Course Tutor: Professor Rodney Turner

For further information and to register for the above events or for information about the ECI Benelux in Delft, please contact Edwin Dado at the ECI Benelux office on Tel: +31 (0)15 278 7700,

ECI joins COMIT
The COMIT Initiative, 'Construction Opportunities for Mobile IT', is now a freestanding organisation linked to BSRIA in the UK to promote and develop the application of wireless technology to the construction industry. ECI has been involved with COMIT since it began and, after approval by the ECI UK Board has now become a member of the new freestanding COMIT organisation.

Further details about COMIT and the benefits it can bring to ECI members from the ECI Office.

ECI Implementation Support Service Continues to Develop
The new Implementation Support Service launched by ECI last year continues to develop. A review of the ECI Knowledge Base has been completed and a wide range of tools and techniques designed to help companies improve performance have been identified. ECI ISS Advisors will help projects and organisations to apply these tools in company-specific applications. At a recent meeting of advisors held in Loughborough, work continued to find ways of highlighting to member companies the benefits of buying into the new service, including preferential rates.

The service continues to develop with work being done for Huntsman Petrochemicals in June. There have also been a number of enquiries about using the service which continue to be followed up.

Workshop to Launch ECI manual on Project Development and Definition

Date: 28 September

13.30 - 17.00
Venue:
Manchester, UK

Facilitators: Gareth Thomas, ECI, Chris Fox, author of publication,
Roland Farrington, Shell UK Oil Products Ltd and Karen Taylor,

Effective project definition is a cornerstone of good practice. Engineering and construction projects are important components of business investment processes. Unless projects are properly defined, their chances of success are slim, often posing a significant risk to the overall business.

This ECI manual, written by Chris Fox, will be an essential tool for clients, contractors, advisers and suppliers.

The workshop is aimed at clients of all sizes, contractors, project managers and general managers and will:

  1. Explain the need for effective project definition
  2. Run through the main elements of the manual
  3. Illustrate good practice in project definition through a case study
  4. Give delegates the opportunity to share their own experiences of project definition

3. ECI Master Classes 2005

UK MASTER CLASSESS

MC04 Constructing the Team
Projects and contracts are delivered through people from different companies with different cultures and different perspectives working together. Thus, developing the working relationships between people is essential. In this class, we concentrate on building the relationships between the people working on projects and contracts.

Date: Tuesday 27 September
Time: 10.00 - 17.00
Venue: The Parkmore Hotel, Stockton-on-Tees
Course Tutor: Professor Rodney Turner

MC16 Public Private Partnerships
Since the UK Private Finance Initiative was launched in 1992, Public Private Partnerships (PPP) have been established as a successful procurement approach to deliver new and improved assets and services. This Master Class will examine the PPP and other long-term partnering project processes with a view to highlighting successes and areas for improvement. The Master Class will be supplemented by two case studies looking at different areas of the PPP process.

Date: Wednesday 5th October
Time: 10.00 - 17.00
Venue: Norton Rose Offices, London
Course Tutor: Howard Lawrence

MC03 Risk Analysis & Management
The programme is aimed at project and contract engineers who already use risk management but want to take their knowledge and experience to a higher level of practice.
The management of risk is inherent to both project and contract management. It is inherent to project management because projects, being unique, novel and transient, are uncertain, and hence risky. It is inherent to contracts because one of the functions of contracts is to share this risk between the parties in a project. This class looks at the principles of managing risk, the psychology of risk and examines both the qualitative and quantitative management of risk.

Date: Thursday 20th October
Time: 10.00 - 17.00
Venue: Manchester Airport Moathouse Hotel
Course Tutor: Steve Simister

MC20 Learning from Experience (LFE)
This Master Class will describe learning from experience (LFE) and look at its application to projects and contracts, whilst explaining how organisations can make use of knowledge to add value to the project process. Delegates will be encouraged to share their own learning experiences, and industry-based case studies will highlight the benefits LFE can bring to projects and organisations.

Date: Thursday 27th October
Time: 10.00 - 17.00
Venue: The Parkmore Hotel, Stockton-on-Tees
Course Tutor: Steve Simister

MC19 Project Development and Definition
Many studies have been carried out investigating why some projects experience major difficulties and in some cases fail completely. These studies have covered many different types of projects in different business sectors and yet one of the main conclusions is almost always that there had been failure in various aspects of the project development work. It is clear that quality of project development and definition is a key factor in determining project outcome and that it is in the development phase that the majority of the key strategy decisions are (or should be)taken.

Date: Thursday 10th November
Time: 10.00 - 17.00
Venue: The Parkmore Hotel, Stockton-on-Tees
Course Tutor: Chris Fox

NEW PUBLICATIONS OUT IN SEPTEMBER

ECI Pricing System for Piping Works - Version 2
ISBN 1 873844 60 3

Since the initial publication in 2002, a number of owners, EPC contractors and construction contractors in our industry have applied the ECI Pricing System for Piping Works successfully on different types of project at various locations. Their contribution in providing comments and suggested improvements is highly appreciated and enabled the ECI Benelux Subcontracting Task Force to prepare this 'Revision 2005' of the system. In addition, a number of modifications were required to better support further automation of the execution work processes that interface with the system.

The system includes a spreadsheet with multipliers on a CD-ROM. It is not a ready-made software package, but it is simple enough to integrate the system into any company's existing software.
