Guidelines for the Management of Major Construction Projects
Basic reference for the strategic management of projects, covering subjects and issues which have the greatest significance and effect in determining performance and results.  Written by experts for practitioners intended to be a set of principles and checks for the total execution of construction projects.  Although the guidelines cater for and refer to industrial process type projects, the principles are equally applicable to non-process projects including building and civil engineering.  HMSO, 1991.

Risk Management Value Enhancement Practice
Following on from the VEP Summaries document and those VEPs that have looked at Cost Estimating and Project Controls, the ECI Risk Management VEP offers concise guidance on best practice in project risk management. It covers the need for risk management, its benefits, the process to be followed and advice on its application.  ECI May 2004. 

ECI Manual of Value Enhancing Practices for Small Projects
This is an indispensable guide to those who manage small projects, containing a wealth of advice for all stakeholders. It contains 17 VEPs which, if implemented diligently are capable of improving the performance of small projects.
As well as the VEP’s, the Manual also contains guidance on the skill set requirements needed to manage small projects as well as a series of key performance indicators for small projects.  ECI April 2003.

Project Controls : Value Enhancement Practice
This Value Enhancement Practice sets out to define the best practice of good and effective Project Controls, and is intended to generate an awareness of the value of the techniques to the success of projects.
The practices contained have been distilled from a wide spectrum of the heavy engineering industry in Europe and are based on experience gained from executing projects all over the world.  ECI, March 2002.

Cost Management of Engineering Projects
The document is based on the idea that cost management is not only about containing costs within an authorised budget (though this is undoubtedly very important), but also ensuring the delivery of value in fulfilling the project’s objectives and deliverables. Furthermore it aims to highlight the importance of work and studies carried out during the project development (pre final authorisation) phase in achieving a successful outcome. The core content of this document addresses the range of tasks and requirements for project cost management together with a number of suggestions aimed at enhancing performance and outcomes.  ECI 2008.

Since the first edition a number of modifications have been made to better support further automation of the execution work processes that interface with the system. The system includes a spreadsheet with multipliers on a CD-ROM (2005)

Grow Your Own Quality Improvement Team
A structured guide to forming and running a new Quality Improvement Team.  It includes guidelines, background information, reminders, exercises, sample forms, checklists and examples. ECI, 1996.

European Construction Cost Study
Benchmarks the cost of construction in five major European countries.  It is targeted primarily at the cost of constructing process plant projects but also includes an analysis of the cost of constructing the administration and production buildings and the control room associated with this plant.  1995. Developed by the ECI’s Total Quality Task Force, the measurement matrix assists companies in plotting their progress towards total quality.  Twelve columns list key objectives such as Commitment and leadership, Training, Tools and Techniques to form the word construction.

Safety, Health & Environment (SHE) Management Guide
This construction project management guide to an Occupational Safety, Health and Environmental Management (SHE) Model has been produced by the SHE task force of the European Construction Institute (ECI).  It follows international standards such as EN ISO 14001:2004 and EN ISO 9001:2000 and relevant national guidance. ECI, March 2008.

ECI Guide to Managing Health in Construction
Represents the authors’ and editors’ efforts to consolidate health management procedures and practices in use in the European Construction Industry.  ECI, 1999.

Public Private Partnerships, A Review of the Key Issues

Partnering in the Social Housing Sector
A handbook to provide the social housing sector with a step-by-step guide to implementing partner arrangements on both additions to and refurbishment of their housing stock. ECI, 2000.

Partnering in the Public Sector
These guidelines are primarily aimed at the public sector (both central government and local authorities), although the principles they set out are equally appropriate to private sector work.  Includes an outline of the processes, principles and benefits of partnering, a toolbox step-by-step guide to each element of partnering; and the training and coaching needs for those involved. ECI, 1997.
